Cyber Table Top Exercises Overview: SCHOOL, PUBLIC, INFRASTRUCTURE
An online tutorial on building and running your own cyber-focused table top exercises. Three exercises are described by emergency management personnel and consulants. A pre-recorded, no cost, program is available now. ![]() RATINGS: [SP] [CS] [CM] [EM] [MD] [GW] Program Description On Sunday, April 26th, 2009 at 0830 in La Crosse, Wisconsin three cyber table top exercises will be staged as a pre-conference exercise of the Association of Public safety Communications Officials' (APCO) North Central Conference. Like many table top exercises these exercises deal with an active shooter incident on campus with hostages, emergency response to an unprecedented natural disaster and terrorist disruption of a public gathering. Unlike most table top exercises, however, these exercises focus on the cyber aspects of the three scenarios and how law enforcement and public safety can better prepare for these type of incidents.The objective of these exercises is to transfer knowledge about key aspects of the underlying technologies, how they are exploited and disrupted and how risks can be mitigated. This sixty minute web program will describe the table top exercises and provide the after action report for each exercise based upon results from the conference. Individuals registering for this web program will receive a confirmation email containing links to the three Exercise Planning Guides (EPGs). Each EPG contains useful background information and a pre-reading list to prepare the viewer to get more out of the webinar as well as an actual table top exercise. Moderator Bios Tom Grahek MEP, Terrorism Exercise Training Coordinator Wisconsin Emergency Management Tom Grahek was a member of the Ashland Fire Department where he retired as a Shift Commander after 25-years. Tom was also an EMT/Paramedic Instructor/Coordinator with the Wisconsin Indianhead Technical College (WITC) for 22-years when he retired and he was the Level "A & B" team Hazardous Materials Coordinator with the Ashland Fire Department for several years. Tom's career includes serving in three branches of the military: the U.S. Navy, the Wisconsin Army National Guard, and the Minnesota Air National Guard from which he retired after 21-years. Tom has also I for 14-years with the 148th Minnesota Air National Guard in the Crash/Rescue division. The last 5-years Tom has been employed by the Wisconsin Department of Military Affairs in the Division of Wisconsin Emergency Management as an Exercise Training Coordinator which is a Senior Management position. Keith Butler, Emergency Management Coordinator La Crosse County Keith Butler has served as the La Crosse County (WI) Emergency Management Coordinator since 2002. The County Emergency Management program is an Office within the County Public Safety Communications (9-1-1 Dispatch Center) Department where Keith served as a Telecommunicator and Supervisor for 14 years. Other previous public safety experiences include Emergency Medical Technician, CPR Instructor and volunteer Fire Fighter.The County Emergency Management Office is usually the lead agency for local public safety exercise development and facilitation, as well as for public safety grant funding for training and equipment. No stranger to exercises, Keith functioned as the lead exercise planner for the 2004 Heartland Defense Exercise in La Crosse County that featured the deployment of a complete U.S. Army field hospital and the triage, treatment and transportation of hundreds of live (volunteer) victims and extremely realistic mannequins by military and civilian aircraft and ambulances. Dozens of area public safety agencies participated in the full-day terrorism exercise that took place at multiple venues.
